Bills says that I don't have to kiss Payton every time I talk to him...

I agree. He is SUPER cute. I still kiss and snuggle Levi almost everytime I pick him up and he is nearly 6 months old!
Maybe he thinks you should kiss him every time you talk to him...he's just jealous! Babies HAVE to be kissed. It's their job.
